As you may or may not know, many of the DC area public library systems have reciprocal jurisdictions with one another, allowing residents of one area to register for a card at another library system for free. (Maryland libraries allow reciprocal registration throughout the state.)

Loudoun County, specifically, has reciprocal registration with: Falls Church, Alexandria, Winchester, District of Columbia; Arlington, Fairfax, Fauquier, Prince William, Clarke and Frederick Counties in Virginia; and Montgomery, Prince Georges, Frederick and Charles Counties in Maryland; and card holders of the Thomas Balch Library in Leesburg.

I am highlighting Loudoun County because, in addition to Overdrive e-books (which are pretty common in the region) and NetLibrary e-books (which are pretty common in Virgina), Loudoun County Library's online resources include Safari Books online. You have to register in person and provide either proof of eligibility or a valid library card from a reciprocal jurisdiction.
